The MassKara Festival in Bacolod, Philippines came about in 1980 in response to a crisis – a dramatic fall in the price of the area’s main crop, sugar, coincided with a sea disaster killing many of Bacolod’s residents. Local government and artists responded by creating this parade in which people wear happy masks, creating a ‘city of smiles’ to lift people out of their gloom.
